Palmetto State Armory announced Friday, October 23, 2026, that it has expanded direct-ship sales of qualifying short-barreled rifles to buyers in 17 states, allowing customers to purchase eligible SBRs through a standard ship-to-FFL transfer without the National Firearms Act registration, $200 tax stamp, or ATF approval process that has governed short-barrel purchases for most of the past nine decades. AmmoLand initially reported the announcement. PSA posted a state-by-state shipping map and an explanatory video to its social media channels detailing which products qualify and how the transfer process works.

The legal foundation for the program rests on two developments. PSA was a named plaintiff in Silencer Shop Foundation v. ATF, a federal case in which a court issued a binding injunction against the ATF's enforcement of NFA registration requirements for suppressors and short-barreled rifles. As a named plaintiff, PSA and its customers benefit from that injunction independent of the ATF's subsequent nationwide non-enforcement guidance. On October 9, 2026, the ATF separately announced it would no longer require prior NFA registration or ATF approval before SBRs and suppressors are manufactured or transferred in most circumstances — a policy change that effectively extends relief to buyers at all dealers nationwide, not just PSA customers.

The 17-state eligibility list reflects PSA's own state-law review rather than the broader scope of the federal injunction or ATF guidance. States with independent SBR restrictions — or states that require federal NFA registration as a component of their own compliance framework — remain excluded from the program for now. PSA indicated the map is subject to revision as its legal review of remaining states continues. Buyers in non-listed states, and buyers purchasing items not yet covered under the program, remain subject to the traditional NFA transfer process through a licensed Class III dealer.

The qualifying product catalog covers several of PSA's most popular SBR-format platforms, including the JAKL, AKV, and DAGGER short-barrel configurations. Where buyers previously faced an eight-to-twelve-month ATF approval timeline and a $200 transfer tax to take one of those firearms home, they can now complete the purchase through standard FFL background-check procedures in eligible states, with transfer times comparable to any other regulated firearm.

The practical question going forward is how quickly other manufacturers and large-volume retailers move to implement similar programs. Several have followed PSA's model closely; the Silencer Shop Foundation injunction names PSA specifically, which gives the company a legal basis its competitors lack absent their own injunctions or similar relief. For the broader market, the industry is watching whether additional legal developments — or a change in DOJ posture under the next administration — extend or limit the current no-registration framework before it can be fully built into standard retail operations.
